ELECTION 2010 PHILIPPINES MANILA UPDATES | Philippines Election Result: NP may get access to canvassing server after all


MANILA, Philippines--The Nacionalista Party (NP) can still get a server to monitor the transmission of votes from the precincts--a privilege that it was thought to have lost when it was denied accreditation as the dominant minority party. The accreditation as the dominant minority party, which has been given to the Liberal Party (LP), comes with the following benefits: multiple copies of the election results (ERs) and access to one of the 5 backup servers that will receive data to be transmitted by precinct count optical scan (PCOS) machines.

Data from the server will act as a redundant security feature to ensure the accuracy of the ERs.

The NP and the LP had fought for that accreditation until the Supreme Court ruling on Thursday nullified NP’s merger with the Nationalist People’s Coalition (NPC)--which could have made it a bigger organization and get the dominant majority seal. The Commission on Elections (Comelec) on Friday gave the accreditation to LP.
 



The Comelec, however, has decided to free up a fifth server and allot it to whichever party will apply for access, Henrietta de Villa of the Comelec's citizens arm, Parish Pastoral Council for Responsible Voting (PPCRV), told abs-cbnNews.com/Newsbreak.

The poll body, De Villa said, will have to accredit first the party that will be given access to that server.

Other parties who have access to servers are the Kapisanan ng mga Brodkaster sa Pilipinas (KPB), LP, Lakas-Kampi (the accredited dominant majority party), and PPCRV.

De Villa said that the availability of fifth server will give the chance to non-KBP members and non-dominant political parties, such as the NP, to have the same access to the precinct transmissions like the parties accredited earlier.

The NP will also have its own copies of the election returns from the precincts, as one of the 6 major political parties entitled to get them. The other parties that will get copies of the ERs are Bangon Pilipinas, NPC, Laban ng Demokratikong Pilipino (LDP), Pwersa ng Masang Pilipino (PMP), and PDP-LABAN.

The PCOS machine in each precinct will print 30 copies of the ER.
NP senatorial candidate Gilbert Remulla told abs-cbnNews.com/Newsbreak that the NP can also deploy observers at the Comelec’s central station at the Philippine International Convention Center to get consolidated election data. --with research by Purple S. Romero (abs-cbnNews.com/Newsbreak)
